Why is secondary smoke worse than secondary alcohol?

Do our lawmakers have more of a problem with their own alcohol abuse than with tobacco? Why else would so many states make tobacco laws stricter than DWI laws? How many are killed because of secondary drunk driving? I don’t know. That is why I’m asking. We can’t smoke in public, but we sure can drink! tsk, tsk.
