how can i speak english perfectly?any good tips how can i learn english fluently fast and free?

i speak english very good but not fluently and i still got an accent because most of the time i speak tagalog so im just wondering can somebody help me where i can learn english perfectly and maintain my tagalog language….

Read, Read, Read. Read everything you can get your hands on. Quality stuff though. Read good authors. Read aloud and practice. Even native speakers butcher the language when they don’t practice. There are speech instructors you can go to who can help reduce your accent. There’s nothing wrong with an accent though if the language behind it is correct and it isn’t too thick.
